The two most likely contenders, Pseudonaja a. affinis and P. mengdeni are both extremely variable, so it could be both, but juvenile P. affinis are described as having "a black head and nape, and dark flecks on body forming a herring-bone pattern." (Wilson & Swan, 2021)
Which is what we have here I think.
