The packing-bracts over the flower spike (pre-anthesis) are green in this specimen indicating X. preissii, in X. drummondii these would typically be dark-brown, the geographic location at this latitude is also inconsistent with the distribution of X. drummondii, which occurs further inland.

A bit too small for a kangaroo paw, from what I can find I'd suggest an emerging Conostylis see for instance https://www.inaturalist.org/observations/184342226
